Yes. A bounded workflow can reveal dependencies and adoption needs while keeping the first phase reviewable. It should still fit a wider view of records, roles and organisational priorities.
Usually both. Process ownership, leadership decisions and staff adoption matter alongside software. We agree who owns each decision so technology delivery does not substitute for organisational accountability.
Agree a baseline and useful measures during discovery, such as handoff delays or record completeness. Outcomes depend on implementation and adoption; we do not invent savings or guarantee percentages.
